A recent U.N. study demostrated that, taken on a worldwide basis, the cost of corruption commited by public employees
was ten times greater than the cost of illegal acts commited by common criminals.
The case is certainly proven in Colombia. In fact, in Colombia the problem is so huge that no one knows what to
do about it. The most recent study on criminality in Colombia indicates that, while all crimes where growing at an annual
rate of 39.7 percent, those described as commited by public employees were growing by 164.1 percent. Despite these skyrocketing
rate, there are few convictions. The one thing everyones agrees with, therefore, is that something has to be done.
